The 91 elements partition into 13 fibers of 7 (a non-trivial congruence with F_13 quotient), but only ONE fiber is itself a sub-magma — a 7-element F_7(4, 1) sub-magma; the other 12 fibers are non-closed congruence classes. The magma has no global idempotent (the F_7 sub-magma's internal idempotent is not idempotent in the full magma). Quasigroup (LC + RC). Same Family B shape as the other size-91 F_13 × F_7 magmas (5e5f5ada, 60a96978, ba24c51f, ff44e916).
